2nd phase of Census starts in Arunachal

ITANAGAR Feb 9: Along with the rest of the country, the second phase of population enumeration (Census) -2011 began in Arunachal Pradesh with the enumeration of Chief Minister Dorjee Khandu in a small function here in his Niti-Vihar Bungalow cum office today. A team of Census enumerators including the Principal Census Officer of the district called on the CM to fill up the census form. The population census is undertaken once in a decade and census operation is considered the biggest administrative exercise in India. The first phase of Census 2011 has been successfully completed in Arunachal Pradesh with full cooperation of the State Government during April-May last.

The Second Phase census 2011  which began today will continue up to  Feb 28 with revision round from 1st to 5th of March.

While appealing the people to extend their full cooperation to this gigantic exercise by providing accurate information, Khandu believed that the officers engaged in census operation would take up the work in right earnest under the guidance of the Directorate of Census Operations and the Directorate of Economics & Statistics (Nodal Agency).

“The exercise requires the services of large number of administrative officers, teachers and other government servants. It is therefore necessary to ensure that Population Enumeration covers the entire population of the state and considering the utility of census data in planning and various welfare schemes, individual particulars are to be recorded correctly” Khandu emphatically said.

He called upon the people and the officers to make the Population Enumeration of Census 2011 exercise a complete success in Arunachal Pradesh.

Among others, Director Census Hage Batt, Secretary Health Kaling Tayeng, DC Capital S B Deepak Kumar and various officers from the Directorate of Economic & Statistics, supervisors and enumerators were present.  17 deputy commissioners cum principal census officers, 21 district census officers (DCOs), 17 additional DCOs, 215 charge officers, 569 supervisors and 3,214 enumerators are being deployed for successful conduct of the enumeration. Special care would be taken to ensure that no houseless population is left out during the 2nd phase of enumeration. AALO DIPRO adds: The second and final phase of the largest administrative exercise census 2011 started with the enumeration of Principal Census Officer, and Deputy Commissioner Amjad Tak at his official residence today.

Tak appealed all to cooperate with the supervisors and enumerators to complete final phase of enumeration works to its logical conclusion. No one should be left out and those who are appointed to take up the challenging tasks under census Act 1948 should come up with commitments to perform national duty, he said.

Utpal Sharma Assistant Director Census of India, Shillong who is supervising the census works in Arunachal disclosed that more than 25 lakhs of supervisors and enumerators are pressed into service to take up the largest administrative exercise.

The Additional Census Officer D. Naksang and Census Officer in charge T. Pertin dwelt elaborately on aims and objectives, preparation and management aspects of the census operation. Various other additional sub divisional census officer, Supervisors and enumerators were present on the occasion.

Seppa DIPRO adds: The population enumeration- 2011 started today.A team of enumerators  headed by additional sub-divisional census officer, Dani Tassar along with the D.R Wange, district statistical officer cum additional district census officer  started census operation from the residence of East Kameng DC Tope Bam.

Bam appealed all enumerators, supervisors, general masses and panchayat leaders for their active participation in the enumeration process. The population census determines the planning, progress, and development of the society.

ATNS adds: The exercise will cover 35 states and Union Territories, 640 districts, 5767 tehsils, 7742 towns and more than 600,000 villages. More than 24 crore households will be visited and about 1.2 billion people enumerated.

 

Umbrey calls for upgradation of Mehao sanctuary to National park

ROING, Feb 9: Roing MLA, Laeta Umbrey in a recent statement called for up-gradation of Mehao Wildlife Sanctuary to National Park with re-demarcation of its present boundaries.

The present wildlife boundary, which includes several villages within its territory might give rise to conflict situation in the future, he said.

Several important Govt offices and residential areas in Roing town also fall under the Mehao Reserve Forest area.

Putting forward his solution to such ‘arbitrary demarcation’, Umbrey called for re-demarcation of the present boundary to make way for villages and town, where people have settled much before it was declared as Wildlife Sanctuary and Reserved Forest.

Such steps, he said, will also facilitate building of a small dam in the upstream of Eze River with a capacity of 2-3 MW electricity power, which will solve the perennial crisis of power shortages in the Roing town.

The present Eze intake channel, which is the source of water for 750 KW phase-I and 500 KW phase-II Deopani Hydel, falls within the boundary of the wildlife sanctuary. In addition to making way for sustainable solution to developmental works, Umbrey who comes from Idu tribe that follows strict wildlife conservation rules, has also said that up-gradation of Mehao WS to National Park, was a ‘priority’.

“Mehao Wildlife is one of the last habitats of Hoolock Gibbon, Mishmi Takin, Tigers and other highly endangered wild species”, he said, “which needs special protection.”

Expressing ‘pride’, with a sense of gladness, he said that it is the strong taboos in Idu tribe against hunting wild animals that have resulted in several wild species being relatively common in the area, which he claims are rare even in other wildlife sanctuaries of the state.

The Idu Mishmi tribe follows strict ritual practices related to hunting; for example, after a wild animal is hunted, the hunter is not permitted to have intimacies with his wife for a week. In this period of gena (prohibition), he is supposed to stay separately in the house and follow strict dietary prohibitions.

 

Governor, CM mourn K Namchoom’s demise

ITANAGAR, Feb 9: Arunachal Pradesh Governor Gen J J Singh and Chief Minister Dorjee Khandu have expressed shock and deeply mourned the sudden and untimely demise of former Director of School Education K. Namchoom.

First among our tribal ladies to serve as Director, Late Namchoom will always be remembered for her immense contributions towards education in the state, the Governor said in his condolence message.

“I join all Arunachalees, especially our teachers and students in conveying our sincere condolence to the bereaved family and pray for the eternal peace of the departed soul, Singh added.

In his condolence message to former Minister I Namchoom, Khandu said, “With a heavy heart, I came to learn about the sudden demise of your beloved wife K Namchoom.

I am aware, how painful it is to you to be deprived of an adorable wife and the futility of these words of condolences. But we should take solace in the eternal truth that the soul is immortal”.

Late Namchoom was an efficient and hardworking officer, initiated steps in streamlining the School Education sector in the state, he said.

“I along with my family members pray for the eternal peace of the departed soul and may Lord Buddha give enough strength and courage to the family members to bear this irreparable loss” the message read. The Bharatiya Janata Party, Arunachal Pradesh also expressed deep shock at the demise of K Namchoom.

Her devotion to the service to the people and inspiring works would always be guiding force for the younger generations in state, the BJP said in a condolence message.

The rank and file of the party prayed for eternal peace of Late Namchoom.

The retired director of Higher Education, P. Potom also expressed deep shock at the sudden demise of K Namchoom. With her death, we have lost one of the few outstanding lady and adept administrator, he said in his condolence message. Her strong sense of social commitment for the uplift of the down-trodden and girl child had touched the heart of every individual, who knew her, he added.

Arunachal Teacher Association (ATA), and its  Papum Pare District Unit and  the students and teaching staff of government secondary School Rajiv Gandhi University campus conveyed their deep sense of condolence to the bereaved family members of former Director of School Education K. Namchoom.

They prayed for the eternal peace of the departed soul.

It further appealed to the education department to bear the cost of construction of a memorial in the name of  K Namchoom.

The staff and students of Govt. Sec School, Nirjuli and government higher secondary school Kankar Nallah, Naharlagun and Itanagar Market Welfare Society has also expressed sadness over sudden demise of late K Namchoom. IMWA prayed for eternal peace of departed soul and sympathized with family members of late Namchoom.

 

APCTA demands arrest of assaulters

ITANAGAR, Feb 9: The Arunachal Pradesh College Teachers Association (APCTA), Donyi-Polo Govt College, Kamki unit has urged the authorities to arrest the persons who have allegedly assaulted Assistant Prof Atege Linggi on Feb 6.

Condemning the barbaric act of assault the Association said the assaulters also destroyed the vehicle of Linggi on his way back to DPGC on that fateful day.

Describing the incident, the Association unit  further said that at around 2.30 pm on Feb 6 at Kalamati , 22 kilometers from Pasighat, a group of miscreants numbering around 9 to 10 led by Kangge Moyong on his white Esteem vehicle bearing registration No. ML-05-3869 and a Maruti 800 without registration ‘intentionally’ hit the parked vehicle of Linggi. They verbally abused, dragged him out of his car and brutally manhandled him in front of his wife and sister, Association said.  In spite of being told that he is an assistant professor in DPGC, they ignored and continued with their brutal act, it added.

When contacted Pasighat Police station, sources said that five persons have been arrested in this connection and they were released on bail later.

 

Ensure smooth traffic movement: ANSU

ITANAGAR, Feb 9: Taking exception to huge increase in traffic jam in the twin capital city of the state in the recent past days, All Nyishi Students’ Union (ANSU) demanded district administration for immediate intervention to ensure smooth traffic movement.  While appreciating concerned department for carrying out renovation work of the NH 52A, ANSU expressed displeasure over erratic traffic movement caused by this renovation work.

“The on-going maintenance and black-topping work has led to the slow and erratic traffic movement and brought normal life to stand-still. Because of this everybody is facing inordinate delay in their regular day today works,” union stated.  The district administration could direct the concerned department or the authorities carrying out the work during the night time so that public is not harassed, the union added.

It also further stated that no quality work can be expected when it is done in such a busy and disturbing hour. Meanwhile, the union has directed all the contesting candidates of XIIth General Election of ANSU to stop destroying and defacing public properties and government buildings by pasting their posters and warned to take a dire action against those candidates who will fail to comply with this order.  

 

REILA - annual festival of RGGP begins

ITANAGAR, Feb 9: The four-day Recreation, Information, Entertainment and Literary Activities (REILA) of Rajiv Gandhi Government Polytechnic, begins here today.

The participants from Siang, Lohit, Subansiri and Kameng houses displayed march past and cultural items including go-as-you-like amidst huge gathering in the inaugural day.

The chief guest of the function MLA Bamang Felix appreciated the institution for organizing various skills developments training programmes and workshops and advised the students to actively participate in the co-curricular activities of the institution besides their daily academic works.

He strongly urged the students to maintain discipline and equipped themselves with academic knowledge and ideas so that they can lead the society in good direction after passing out from the institution.

He assured all possible help to the institution.

Guest of Honour Higher and Technical Education Director Joram Begi highlighting the importance of technical education in the state informed that the government has decided to open up eight more Polytechnic institutions in the state soon and the Rajiv Gandhi Government Polytechnic, being the oldest polytechnic with large numbers of students, would be upgraded to engineering college in near future, he added.

He further said that government has already decided for compulsory enrolment of every polytechnic student in NSS unit of their respective institution and as per the activities of students the authorities will give some marks against each student for their participation in NSS activities.

He further underscoring the importance of extra-curricular activities advised the authority and the students of the institution to celebrate such annual festival in such a way so that the academic classes of the students are not hampered.

General Secretary RGGP Students Union Jill Likha also spoke on the occasion.

 

BJP express concern over ‘politics of instability’ and corruption

ITANAGAR, Feb 9: While lauding the ability of state leaderships in mobilizing the developments fund, especially Chief Minister Dorjee Khandu for coming up with infrastructures like the Civil Secretariat complex, Legislative Assembly Secretariat, MLA Hostel, CM’s Bungalow besides welfare steps like enhancement of labour wages,  doubling the figures of state budgetary allocations, liberal steps initiated in the Corpus Funds to various educational and Health institutions and administrative reforms, the Bharatiya Janata Party (BJP) Arunachal Pradesh expressed concern over the reported ‘infighting’ within the Congress-led state Government, which it said, would indirectly hamper the developmental activities.

Maintaining that what is happening within the Congress party is an internal matter of the party, the State unit BJP, however, said ‘unless there is a fire how can smoke be there.’ It further said since  rumours doing the rounds at regular intervals, the party in power needs introspection and reassurance to the  people of progressive politics than the politics of instability in the larger interests of the people.

The party also expressed concern over the lack of effective monitoring and evaluation mechanisms for successful implementation of the various important projects. The political interferences, miss-managements caused stagnation and non-completion of various important projects in the state and also exposed the credibility and performance of the state government which is committed to people first, the party said.

The BJP further said that corruption, miss-managements and manipulations become order of the day and there is no corrective measures in place.

The Govt should  not go back  from its decision and assurances to institute independent agency to investigate into the  alleged multi-crore scandal in the Arunachal Pradesh State Coop. Apex Bank, hand over the multi-crore PDS scam to CBI probe, investigation into the alleged irregularities in the various other resourceful institutions like Arunachal Pradesh Forests Corporation (APFC), Arunachal Pradesh Industries and Development Finance Corporation (APIDFC). The party said that Govt should take appropriate measures  to revamp these important institutions and also advocated for accountability and transparency in implementing  various schemes including MGNREGS, Mid-day Meals, construction of  Anganwadi centre and  buildings for Panchayat bodies etc.

The BJP also demanded time bound implementation of the four lane National Highway connecting state Capital Itanagar from Banderdewa and Holongi. The party said, the Highway project has been delayed by the UPA government and the state govt. should not make lip service if the required fund worth Rs.500 Crores is received from the centre.

 

Govt urged to give  priority on boundary area development

ITANAGAR, Feb 09: All Arunachal Pradesh Students’ Union led by its general secretary Tujum Poyom along with West Kameng District Students’ Union General Secretary Leiki Wangda, West Siang District Students’ Union President Karyom Loyi and Galo Students Union spokesperson Bommi Bam and accompanied by other members visited the Assam-Arunachal boundary area under Nari-Namey assembly constituency on February 6 last and interacted with teaching staff, students, PRI leaders and public.

During the meeting the people disclosed various problems face by them in boundary areas.  The people in this boundary area have also been deprived of PDS items for many years because of their unawareness about Govt initiatives,  Tujum  said.

He further lauding the state government for bringing infrastructure development in the area and the state as well particularly in education sector said that construction of building is not the solution, it require furniture and other amenities.

He appealed to the chief minister and education minister to open up agriculture and commerce stream, NCC facilities and supply of sufficient furniture at government higher secondary school Telam immediately and added that the government should pay special attention to people living in the boundary area so that the youths of the state may not be misguided by the anti-social elements.

 

RBI’s financial out reach camp at Karsingsa

NAHARLAGUN, Feb 9: Reserve Bank of India as part of its Platinum Jubilee celebrations, had organized Financial Outreach Camps in various villages of the North Eastern States in the years 2009 and 2010.  Encouraged by the response received and the success of the financial Outreach Camps, Reserved Bank of India has now launched the second phase of such camps in the North East and is organizing another camp at Karsingsa village in Arunachal Pradesh on February 12.

The purpose of such camps is to bring awareness regarding banking facilities and make an attempt at making available such facilities to every adults citizen in the target area and for bringing them under the fold mainstream banking.

The Camp at Karsinga village on February 12, 2011 would be inaugurated by Snyamala Gopinath, Deputy Governor, Reserve Bank of India. The other dignitaries invited on the occasion are Chief Secretary of Government of Arunachal Pradesh. Regional Director Reserve Bank of India, Banking Ombudsman for North East, chief General Manager State Bank of India, NE circle chief general manager NABARD, and District Magistrates Papumpare District.

To dissipate information on various facilities/ schemes, stalls would be set up at the camp by RBD. JNC NCC Cadets shine at NIC

PASIGHAT, Feb 9: The NCC cadets of Jawaharlal Nehru College Pasighat and Govt College Gohpur (Assam) represented NE region in a 12 days National Integration Camp (NIC) conducted at Territorial Army Area Battalion NCC, Meerut, Uttar Pradesh recently.

The north east team comprising of JNC and GC Gohpur Cadets bagged 2nd position in national level cultural activities and out of 17 Directorates, JNC team grabbed the best disciplined directorate at the national level.

Meanwhile, JNC Principal Tayek Talom complemented Lieutenant (Dr.) K. K. Mishra ANO, NCC (SD) Coy, JNC and all the cadets for achieving the award. He further advised all to work hard and keep up the NCC motto of Unity and Discipline in near future. DIPRO

Welcome development

Dear Editor,

The recent crackdown on the timber mafia by the Department of Environment & Forest at Lohit District is a laudable step. It seems that, the custodian of the forest has finally woken up from slumber to perform its moral obligation. Unfortunately, the department had in the recent past turned a blind eye towards the misdemeanor of the illegal timber dealers. Numerous illicit band saw mills had mushroomed in the district headquarters and adjacent areas. Ironically, the office of the Chief Conservator of Forest & Divisional Forest Officer is located here. Timber worth crores of rupees was smuggled out of the state during the past one decade, thus, depriving the state exchequer of its revenue. Sissoo (Dalbergia Sissoo), a precious species is now on the verge of extinction. The inability of the department to curb deforestation in the past was appalling.

In retrospect, timber business boomed during the 1980s till mid 1990s, which literally led to the prosperity of the Marwaris, who after the ban diversified their business, whereas the majority of locals, who thrived on the timber business, were back to square one. The obvious reason was, their means of livelihood was unsustainable one. They’d got used to easy money thereby ignoring other sustainable source of income, eventually leading to their impoverishment. Several government employees & students had left their jobs & studies to make a fortune in the timber business. With the ban on timber activities, they suffered a major setback. However the ban proved a blessing in disguise, because post 1996 we’ve witnessed a substantial increase in the number of graduates  and job holders among the local population, which is a welcome development.

One should learn a lesson from this  and  refrain from committing the same blunder by indulging in timber business, which is illegal  and unsustainable. One could opt for sustainable means of livelihood such as Agriculture, Animal husbandry, Horticulture  and other avenues, which if pursued diligently would prove fruitful  and  they could be passed down to posterity. Its time to realize that long term ecological gains can’t be sacrificed for short-term economic gains of few unscrupulous people. Forest once destroyed takes hundreds of years to regenerate. So it could act us non-renewable resource if overused. Our ancestors regarded nature as mother, forest was considered sacred, forest cleans up our air and act like sponge that can hold water for the dry season. Just imagine a world filled with skyscrapers, cars, gadgets and  other luxuries but devoid of fresh air, clean water and greenery. Would it be livable? This imagination might turn into a reality if deforestation is not checked.

Mahatma Gandhi had deep insight into the need to conserve nature. He’d opined that “Man’s needs, but not his greed can be supported by our earth”. Of course, we need timber for construction of our houses, godowns and cattle sheds. To cater to those needs, appropriate mechanism could be evolved by the government by using the forest resources judiciously rather than ravaging it. Today the whole world is concerned over the looming threat of global warming, climate change and other disastrous consequences of deforestation. We, being a part of the global village can’t be callous towards this concern. So it is expected that the Department of Environment and Forest will intensify its battle against deforestation and to achieve this noble goal, the cooperation of the public is equally important.

Shun political differences

Dear Editor,

I, on behalf of the Bagang Welfare Society Capital Complex (BWSCC), Itanagar, extend heartiest congratulation to Karya Bagang, MLA, 9th Chayang Tajo Assembly Constituency on being chosen for Golden Achiever Award and Mahila Shree Award by the Friendship Forum of India, New Delhi in recognition of her outstanding contributions.

Her achievements as MLA within short span of a year include telephone facility (to be installed shortly), speedy progress in the Chayang Tajo – Seppa Road, and opening of VKV school in the Constituency. I request the people of the Constituency to shun the political differences cropped up during last Assembly election and cooperate the young leader in her effort for all round development of the area in particular and the state as a whole.

The society also extends its gratefulness to the Friendship Forum of India, New-Delhi for recognizing  the contributions of our leader.

Need of fire Station at Kamba

Dear Editor,

The recent fire incident at Kamba, near Donyi Polo Collage could have been controlled if there would have been a fire station in nearby area. Kamba is one of most populated circle in West Siang dist. The establishments of Govt. Hr. Sec. School (1948), Govt. Donyi Polo Collage Kamki, ADC Office and  other development infrastructure resulted in rapid growth of population with increase in dwelling houses. Due to insufficient hostels in both Hr. Sec. School and Govt. Collage there are more than five hundred huts built as private hostels to accommodate the growing number of students in the area. The present fire brigade station is situated at Aalo, 21 km away from Kamba. So, there is no hope of fire brigade to prevent fire mishap.

Large number of villages including Kato new, Kato old, Nomuk, Karbak, Libu Bane, Boye, Karga, Dego, Ruyi, Kambu, Kamki, Likar, Tali, Faram, Pari, Keak, Gamo, Kerang will be benefited if  a fire station is established at Kamba. As I am born and brought  up in Kamba, I have witnessed fire incident every year in one village or other, but we are helpless due to non-existence of fire station in nearby areas.

Therefore, it is my earnest request to the concern authority to establish a fire bridge station at Kamba for the betterment of public of the Kamba and nearby villages. At the same time I would like to appeal KKSU, HHSU and other organizations to raise their voice for the same.

AVP’s new body formed

ITANAGAR, Feb 9: The 19th general body meeting of the Arunachal Vikas Parishad (AVP) was held on 5th February at its central headquarter, Itanagar. The president and general secretaries of AVP district level committees also attended the meeting.

New office bearers of Arunachal Vikas Parishad were appointed with Protik Potom as president, Techi Gobin vice president (West), L Khimhun vice president (East) and Tam Takia as general secretary.

 

Tamla-Du festival

ITANAGAR, Feb 9: Finance Minister Setong Sena and parliamentary secretary for animal husbandry and veterinary Chow Tewa Mein will be chief guest and guest of honour respectively during 39th Tamla- Du festival celebration on 15th of this month at Wakro. Officially festival celebration will kick of on 12th of this month. Various cultural and sports event will be organized during the duration of festival. It is to be noted that Mishmi people of Lohit and Anjaw celebrate the Tamla-Du festival.

 

‘Baseless statement’

ITANAGAR, Feb 9: Mosi, Soki and Doni Welfare Dociety while reacting to a news published by youths of Mosi, Soki and Doni village opposing acquiring of land by army has termed it as baseless and unfounded. Society in a press statement clarified that land donors of Mosi village have already clarified their stand formally before the district administration regarding land allotment to army for their purpose.

 

TIPS members visit fire ravaged Chasa village

ITANAGAR, Feb 9: The president and members of Tirap Indigenous People’s Society (TIPS) visited the fire-ravaged Chasa village in Tirap district. The members met the chief and village council members and distributed essential materials like rice, salt to the fire-victims. It said eight houses were gutted and three houses were partially damaged in the fire incident on Feb 3. Govt. properties including water tank, WLL facility, electricity pole also destroyed in the fire.

Saraswati Puja celebrated

ITANAGAR, Feb 9: Frontier School, Ziro celebrated the Saraswati Puja amidst great pomp and show on Feb 8 in its Jubilee auditorium. The puja began with all the students offering floral tribute to the portrait of Goddess Saraswati, the Goddess of wisdom.

Students participated in the drawing competition and  cultural show  organized on the occasion. ROING, Feb 9: Okang Pertin and Asoti Pulu have been selected as President and General Secretary respectively for Lower Dibang Valley District Students Union (LDVDSU).

Other executives include Katan Langkam, Vice President (Protocol) and Rahul Meme, Vice President (Administration).

 

Taku, Sonam  to be chief guests

SEPPA, Feb 09: MLA Tapuk Taku and state CAMPA member Tungri Effa have consented to be the chief guest and guest of honour respectively in the inaugural day of Nyokum Yullo celebration at Bameng.

Meanwhile the festival celebration committee Vijay Sonam informed that Arunachal Pradesh Building & Other Construction Worker Welfare Board, Chairman, Jalley Sonam will be the Chief Guest of the closing ceremony on 26th Feb next.

 

Pasighat Centenary Celebration from Feb 16

PASIGHAT: The Pasighat Centenary Celebration has been re-scheduled in a formal meeting held at DC's conference Hall here today. It has been unanimously decided in the meeting that the celebration would be held on Feb 16-19 next.

The meeting was attended by Education Minister Bosiram Siram, MLA Ralom Borang, DC-cum Chairman Onit Panyang, Organizing Secretary Bittem Darang and all the Committee Chairmen and local leaders. DIPRO

 

Anti-hunting campaign continues

YINGKIONG: Upper Siang DC Pawan Kr. Sain seized several guns and air guns used for hunting while on tour to the Tuting circle yesterday.

As a part of anti-hunting campaign, selling of air-guns pellets is banned in the district. He appealed to all to co-operate and desist from indiscriminate hunting and fishing to preserve the wildlife, flora and fauna of the district.

The DC instructed all the  administrative officers to keep vigil and make  surprise checking in their respective jurisdictions to check hunting.DIPRO
